Mafinga Town Council
History
Mafinga Town Council was established in 2015 where it was originally part of Mufindi District Council. Mafinga Town Council is one of the five Iringa Regional Councils which are Iringa Municipality, Mufindi District Council, Iringa Rural District Council and Kilolo District Council. Mafinga Town Council is located 80 km from Iringa town.

Mafinga Town Council in collaboration with local and foreign stakeholders hopes to provide quality and sustainable services based on the priorities and resources available by 2025.
BOUNDARIES AND GEOGRAPHY OF CITY COUNCIL.
Mafinga Town Council is largely surrounded by Mufindi District Council to the south, west and east and north bordering Iringa Rural District Council. Mafinga town is located between Latitude 80– 90South and Logtude 35 – 36 East Greenwich.
Climate
Mafinga City Council has a temperature of 19 degrees Celsius and around 5 degrees Celsius The maximum is November and December with an average of 28 degrees Celsius. The lowest is June to August with temperatures between 11 and 22 degrees Celsius. The average humidity is 505 and decreases by 33 percent Overall the average rainfall is between 452 millimeters minimum and 1,000 millimeters per year.
POPULATION
According to the 2012 Population and Housing Census, the Council had 14,208 households and a population of 71,641 of whom 34,522 are Men and 37,119 are Women (according to the Population and Housing Census, 2012). The Council is currently estimated to have 87,761 people 42,289 men and 45,470 women this is due to an increase of 4.5 percent per annum.
ECONOMIC ACTIVITIES
More than 91% of the residents of Mafinga Town Council depend on agriculture for their livelihood, where they rely heavily on sales from major agricultural products which are Modern Trees, Natural Forests, Cereals. of animals like Cattle, Goats and Pigs. The contribution of each sector to economic development is as follows; Agriculture 91%, business activities 1% staff (office work) 0.3%, animal husbandry 0.7% and other small business (Entrepreneurship) 8%.
COUNCIL STRATEGIES IN DEVELOPMENT OF CITIZENS
During the two years from July 2015 to June 2017, the Council planned to implement various goals and strategies to eliminate inconvenience and improve the lives of citizens. Some of these Strategies include implementing: –

Policy requirements and laws governing various sectors.
National Anti-Corruption Strategy.
AIDS strategy.

In ensuring that success is achieved the City Council has set itself the following strategies: –
Creating a conducive working environment to provide better services to citizens.
Creating a better governance environment by maintaining peace and unity.
To provide services to citizens by providing them with professional advice.
To ensure we increase the production of various products by increasing quality and selling at reasonable prices and ultimately increasing income and GDP.
Ensuring that various stakeholders are involved in Development activities.
Develop participatory and sustainable plans.
Improving and designing revenue sources for the Council
In order to implement these Council strategies the Council is considering various opportunities available here in the Council including:
People: Human resources are the key to success in the implementation of our Development Plans where according to the 2012 population and housing census data, the Council had a population of 45,349 Percent (63.3%) of the population 71,641 able to work .
Land: The council has sufficient fertile land resources that can be used for a variety of economic activities. However the area used for agriculture is 263,552 hectares out of 712,300 hectares suitable for agriculture.
Investment and manufacturing opportunities:
In Mafinga City, existing industries include agro-processing and major industries include Unilever Tea Tanzania Ltd, Mafinga Tea & Coffee Company, Tanzania Pyrethrum Processing & Marketing Company, Mafinga Paper Mills (MPM) and Best Tea
Funding: Financial resources from the central government, local revenue, citizen contributions and development partners have enabled the Council to implement various development projects and provide essential social and economic services.
Infrastructure: Good road infrastructure and communication that has enabled the successful development activities as 100% (416km) of roads are required throughout the year. In addressing and eliminating citizens’ grievances. The Council has been fulfilling its mandate with the main objective of stimulating Tanzania’s economic growth and poverty reduction, especially for the poor:

GOVERNMENT REVENUE COLLECTION:
ii.Councils Revenue through the Central Government.
During the period 2015/2016 to 2016/2017 the Council continued to receive funding from the central government and various donors. In 2015/2016 the amount received is Shs. 4,967,651,887.76 while the amount received in 2016/2017 the amount received is Shs. 11,332,448,232.43. 2017/2018 Council approved Shs. 14,149,859,800.00 in the form of salaries and recurrent expenditure. As of November 2017 the amount received is Shs. 4,691,650,800.00 from central government and donors equivalent to 33.1 percent
iii. Status of Internal Revenue Collections up to the 2017/2018 financial year
Collections in 2015/2016 the amount collected is Shs. 1,183,245,036.00 from 2015/2016 to Shs. 1,625,551,884.00 In 2017/2018 the Council has estimated to collect Shs. 3,120,869,000.00 up to November 2017 the amount collected is Shs. 912,824,213.14 equivalent to 29.25 percent.
