GITF’s vision, mission and goals
CURRENT OPERATIONAL VISION
Inputs are available to farmers at reasonable prices and acceptable quality
Current Operational Task: To provide credit to input suppliers to ensure the input supply gap is reduced.
Goals
When reviewing the performance of AGITF, the following were found to be the main objectives:
Support the purchase and distribution of agricultural inputs by providing loans to distributors of inputs
With reference to AGITF Act No. 9 of 1994, the purpose is to make loans available, subject to such terms and conditions as the Board of Finance may determine for the import and distribution of agricultural inputs.
According to “Taarifa ya Uendeshaji na Hatimaya Mfuko wa Pembejeo”, the aim is to ensure that farmers have access to crop and livestock inputs in sufficient quantities, at appropriate prices and on time through the provision of loans.
The above purposes illustrate some variance in defining the main target group of the loan facility. The first and second points indicate that the distributors of inputs and importers are the target group, while the last point goes beyond import and distribution and identifies the target groups, namely, the farmers of crops and livestock.
Given the agricultural strategic reforms and alignment of the stated vision, mission and main objectives, the overall objective of AGITF is to create a commercial production mindset among smallholder farmers for profitable and economic production so that farmers become creditworthy under commercial lending regimes. Specific goals include:
To operate effective loan and recovery management for agriculture and livestock production of small and medium scales.
To provide effective management of AGITF, and
Create the necessary conditions for the prudent financial management of SACCO companies.
AGITF roles
AGITF is established with the following main roles:
Advising the Minister on the Fund’s policy and supervising its implementation
Determining the national demand for agricultural inputs and determining its costs,
– the Minister’s assessment from time to time of the state of state stocks in relation to agricultural inputs and the availability of funds for their purchase;
Ensure the availability of funds to finance the purchase and distribution of agricultural inputs;
To monitor the timely delivery, distribution and storage of agricultural inputs;
To maintain and apply the financial resources of funds in accordance with sound financial principles;
to grant loans on sound grounds and in particular with respect to ensuring timely recovery of the principal amount and any interest payable on any loan;
Cooperating with relevant institutions and authorities responsible for monitoring and enforcing standards or product quality in order to ensure that agricultural inputs imported on loan from the funds are of acceptable standards or quality.
