Job Description
Abt Associates, a global leader in research and implementing technical programs in the fields of economic growth, international health, social and environmental policy, and climate change, seeks highly qualified candidates for an anticipated USAID-funded private sector strengthening activity to increase economic opportunities for Tanzanian youth, with a particular focus on the agriculture sector.
Candidates should possess the following qualifications:
A university degree in agriculture, business administration, economics, communications, health and behavioral or social sciences or a related field is required.
A minimum of 10 years of professional experience in one or more of the relevant technical areas listed below. USAID experience is highly preferred.
Deputy Chief of Party – Technical will provide strategic leadership, management, and technical direction in advancing private sector strengthening that empowers youth and will support the project team, and counterparts in the implementation of activities. The DCOP will provide managerial and technical support to the COP, assisting in areas including work planning, performance management, and strategic communications.
Director, Finance and Operations is responsible for the efficient and effective management of all aspects of project operations. They will provide operational and logistical leadership for functions including human resources, finance, procurement, and subcontracts.
Director, Monitoring, Evaluation, and Learning is responsible for designing and managing monitoring, evaluation, learning and knowledge management systems. They will undertake iterative learning and adaptation, including the use of real-time information and analysis to continuously assess progress and adjust interventions or approaches as necessary, including engagement with youth and agriculture value chain actors and with development partners to learn about what is working across the system.
Lead, Youth Engagement and Leadership Development will provide subject matter expertise as necessary to identify, integrate and implement innovative youth engagement strategies to link private sector youth to critical services including business development services, financing opportunities, relevant market data, and other services that benefit private sector youth, particularly within the agriculture sector.
Lead, Private Sector Engagement and Enabling Environment will provide strategic leadership, management, and technical direction and support on activities which are designed to strengthen select private sector associations/organization’s capacity to advocate for implementation/enforcement of policies that support youth entrepreneurs, startups, and businesses, particularly within the agriculture sector. They will work in concert with private sector partners and stakeholders to advance a series of agriculture policy and regulatory activities that improve the enabling environment and address policy bottlenecks to youth-friendly market systems development.
Access to Finance Specialist will build the capacity of market system actors to develop bankable business plans and improve youth access to financing. They will work with financial institutions to roll-out appropriate saving and lending products. They will identify opportunities for ICT-based solutions to improve accessibility of financial services.
