Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Procurement Agent in the General Services Section.

Duties
(60 %) PROCUREMENT of COMMODITIES and SERVICES
Assumes responsibility for a portfolio of International Cooperative Administrative Support Services-serviced clients. Responsible for the preparation of purchase orders and requisitions in accordance with the Federal Acquisition Regulation and Department Of State Acquisition Regulation procurement regulations. Works with the requestors to finalize requirements and scope. Determines the appropriate procurement methods for each case. Locates prospective suppliers and proposes best options. Researches new sources to expand the vendors’ portfolio. Prepares independent government cost estimates. Requests bids or quotations from vendors. Analyzes responses and prepares summaries and recommendations for the requestor and the technical evaluation panels. Participates in negotiations with the bidders. Collaborate with Contract Officer Representative to analyses contractor’s performance, contract modifications or terminations.
Uses ILMS Ariba Buyer and Contracts to log all procurement actions and to draft contracts. Tracks Procurement Requisitions (PRs) to ensure they are ordered, funded, received, and delivered promptly. Keeps contracting officer apprised of procurement/contract issues. Liaised with OPE Desk Officer on procurement actions that exceed the CO Warrant. Works as a team with GSO Customer Care, Budget & Finance, and Shipping to advance and resolve any roadblocks or constraints. Provides exemplary customer service to assigned portfolio.
(20%) ORDER TRACKING
Works with the shipping team, mailroom, motor pool, warehouse and Dispatch Agencies (in the US or the regional in ELSO) to ensure that the client’s order is tracked and delivered and that the customer is informed on progress. Educates customers how to use status tracking.
(20%) RECORDS MANAGEMENT AND DATA ANALYTICS
Prepares all documents and records related to above procurements, including but not limited to Contract Files, E-Filing, FPDS and credit card reconciliations. Tracks and prioritizes special projects as necessary, such as Independence Day or CMR procurement.
Monitors contract and PR timelines for expiration dates to ensure PRs and contracts are renewed in advance of expiration. Monitors metrics and makes recommendations in areas for improvement. Conducts market research and keeps current market data on suppliers.

Qualifications and Evaluations
Requirements:
EXPERIENCE: At least three years of responsible procurement experience is required.
Education Requirements:
Completion of Secondary School (form VI) is required. Two years of college studies in procurement or business administration, or supply chain management is required.
Evaluations:
LANGUAGE: Fluent (speaking/writing/reading) of English is required. (this may be tested)
Fluent( speaking/writing/reading) of Kiswahili is required.
SKILLS AND ABILITIES: Driver’s license class B&D is required.
