Sumbawanga District Council was established in 1984 under Local Government Act No. 7 of 1982. Sumbawanga District Council is estimated to have an area of 8,871 square kilometers. Of these 8,203 square kilometers are land and 668 square kilometers it is a water area.

Sumbawanga District Council is bordered by the new Kalambo District on the Southwest, Nkasi on the West, Momba on the East and Chunya on the North.
Sumbawanga District Council is headquartered in Sumbawanga Town Bomani area, Council has one Electoral Constituency which is Kwela, Division 4, 27 Wards, 114 Villages and 463 Suburbs.
Sumbawanga District is 90% dependent on agriculture. The crops grown in Sumbawanga are Maize, Rice, Beans, Peanuts, Sorghum, Sorghum, Cassava and Sunflower, which are also used as commercial crops. 9% of the people of the Council are engaged in fishing activities in the Lake Rukwa area and (1%) are engaged in beekeeping and small businesses
Sumbawanga District is bordered to the northeast by the Sumbawanga Urban District, to the south by Zambia and to the northwest by the Nkasi District.
According to the 2002 Tanzania National Census, the population of the Sumbawanga Rural District was 373,080.
