The Ministry of Internal Affairs (MHA)has multiple responsibilities, the most important of which are – internal security, border management, center-state relations, administration of union territories, management of the central armed police forces, disaster management, etc. Entries 1 and 2 of the second list – “State List” – in the Seventh Schedule to the Constitution of India, “Public Order” and “Police” are the responsibilities of the states, and Article 355 of the Constitution obligates the Union to protect each state from external aggression and internal disturbance and to ensure that the government of Each state operates according to the provisions of the Constitution.
