Tanzania Productive Social Safety Net (PSSN)

The development objective of the Productive Social Safety Net (PSSN) Project for Tanzania is to create a comprehensive, efficient, well-targeted productive social safety net system for the poor and vulnerable section of the Tanzanian population. The International Development Association (IDA) additional financing (AF) will complement government funds, as well as resources provided by development partners, including grants from the United Kingdom (UK) Department for International Development (DFID), the Swedish International Development Cooperation Agency (SIDA) and United States Agency for International Development (USAID). AF will contribute to the government’s goal of reducing the incidence of extreme poverty through the scale-up and further consolidation of the social safety net system in the country.

The AF will support the implementation of activities to: (a) increase coverage of the conditional cash transfer (CCT) and the labor intensive public work (PW) to 1 million and 600,000 households, respectively, and expand the scope of the community savings promotion (COMSP) component to include livelihoods enhancement (LE) activities to support income-generating capacity for 250,000 households, and (b) increase the efficiency of the PSSN by further integrating and coordinating the common targeting mechanisms, single registry of beneficiaries, management information system (MIS), monitoring and evaluation system (M and E), payments system, and the grievance redress mechanism (GRM). The restructuring sets two aspects: (a) extension of the closing date until December 31, 2019, and (b) a waiver of OP 4.10 – indigenous peoples and the preparation and implementation of the vulnerable groups planning framework (VGPF).
