In Tanzania, institutional efforts to combat HIV/AIDS began in 1985 with the creation of a national task force within the Ministry of Health. This was because the HIV/AIDS epidemic was first seen as a health problem, and initial control efforts were formulated and integrated within the health sector. In 1988, the task force was transformed into a completed National AIDS Control Program (NACP).
Since 1989, AIDS control efforts have been decentralized to districts and districts. Since 1992, control efforts have also started in the non-health sectors. By the year 2000, there were 23 more sectors that joined the national response to HIV/AIDS and developed action plans to combat AIDS including all counties in the country.
During all this time, the NACP remained the central coordinating unit as the secretariat of the National AIDS Control Commission (NAC). In addition to coordinating, the NACP has continued to serve as the principal executive agent for the Ministry of Health as well as respond to the needs of other non-health sectors.
Vision
An HIV-free society where new infections are stopped and people living with or affected by HIV and AIDS receive high-quality services and support.
Expedition
To provide a results-oriented framework to lead and guide the decentralized health sector response to HIV in intensifying, improving and scaling up high-quality evidence-based interventions for HIV prevention, care, treatment, and support services for people living with HIV to facilitate the achievement of the “90” Triple Goals in Tanzania.
Objectives
Increase coverage of HIV and AIDS services in the general population and subpopulations to ensure this by 2020.
There will be universal access to complex prevention services designed to reduce new HIV infections, HIV-related deaths, and stigma and discrimination.
90% of people infected with HIV will know their condition
90% of all people diagnosed with HIV are enrolled and followed up and receive effective HAART in a timely manner.
90% of subjects receiving ART will achieve sustained virological suppression.
The capacity of the health system to support quality HIV and AIDS interventions and to promote integration within the health sector is strengthened.
